Network Open Season Notice
In preparation for the upcoming 2008 Network
Open Season (NOS), Transmission Services will, effective immediately, make offers
of all long-term network segment transmission service in the form of Precedent
Transmission Service Agreements (PTSA). This action is being taken in order for
Transmission Services to effectively transition to NOS, including the preparation
of a PTSA for every network Transmission Service Request (TSR) in the long-term
transmission request queue. For additional key information concerning the

Posted 03/17/08: Curtailment
Manager Disabled Until Further Notice
Transmission Services has discontinued the use
of the Curtailment Manager due to calculation issues. Until these issues can be
corrected, all future e-Tag curtailments will be implemented via the Curtailment
Wizard. Transmission Services will notify Customers once the calculation issues
have been corrected.

Competition Market Activated for Testing Purposes
Transmission Services has turned on the STF
Competition Market today for Hourly Firm, Daily Firm, Weekly Firm and Monthly
Firm
in the Development environment for testing purposes only. Customers submitting
requests for these products should expect to see competition notifications where
applicable.

Temporary Suspension of Short-Term Firm Competition Market
Transmission Services discovered an issue with
how the wesTTrans OASIS system (OASIS) implemented the competition rules for
initiating competitions for the Short-Term Firm (STF) Market (see discretionary
log #43708 posted on OASIS). As a result, Transmission Services has temporarily
suspended STF competition and is currently working diligently with OATI to
provide a solution that would allow OASIS to correctly perform STF competitions.
STF requests will continue to be processed over OASIS. The suspension applies
only to the competition aspect of STF ATC evaluations.
OASIS ATC Notes The ATC
margin documented in the posted related ATC Methodology document as "ATC
Methodology Margin" (AMM) will be posted in the OASIS field labeled "Transmission
Reliability Margin" (TRM). Rounding is applied to the displayed path MW values
posted in OASIS Sys Data. For additional details see, OASIS ATC

BPA Transmission Services determines
Long-Term Firm (LTF) Available Transfer Capability (ATC) values assuming all
lines are and will be in service. The firm ATC values currently posted on the
BPA Transmission Services OASIS site include Total Transfer Capability (TTC)
reductions for planned outages. These TTC reductions do not affect LTF ATC. As
a result, the LTF ATC and TTC values posted on OASIS are lower than actual values
used in LTF ATC evaluations. The Short-Term Firm ATC and TTC values posted on
OASIS are accurate.
