Important Update…TranServ and MidAmerican Transmission will be making some changes in how Transmission Customers will fill-out electronic tags when using MEC transmission service as specified in this E-Tag Guidelines Under the MEC OATT document .  We will discuss this briefly at the next Stakeholder’s meeting on September 27, and will be following up with each of MEC’s Transmission Customers to discuss these changes on an individual basis.

MidAmerican Energy’s Open Access Transmission Tariff (OATT) is administered by TranServ International as MidAmerican’s Transmission Service Coordinator in accordance with Attachment K of the MidAmerican OATT.  In the role of TSC, TranServ will be responsible for all OASIS operations, transmission service request evaluation, tag approval as the TP, system impact studies and generation interconnection study processes.

 

TranServ will be hosting a daily stakeholder conference call from 3:00-3:30 pm CDT M-F during the week of August 28, 2006 to discuss status, issues and concerns pertaining to this cutover of operations.  Send an e-mail to support@transervinternational.net if you need call-in information to participate in these calls.

 

Revised MidAmerican Business Practices reflecting the transition to the TSC have been posted for stakeholder review.  This includes minor changes to the request timing requirements which will be implemented by TranServ.

 

OASIS CHANGES

TranServ will be implementing a few minor changes to the names and attributes that define the MEC transmission services.  These changes should have little impact on day-to-day operations and will facilitate compliance with current OASIS business standards.  Customers who are using automated processes to upload or download transmission service requests using the OASIS templates should take special note of the service attribute changes associated with these changes.

 

  • Two new services, DAILY FIRM PTP and DAILY NON-FIRM PTP, will be added to replace the separate daily weekday and weekend services.  There is no need for the customer to distinguish by separate reservations for on-peak versus off-peak daily service. The DAILY FIRM PTP WKDY, DAILY FIRM PTP WKND-H, DAILY NON-FIRM PTP WKDY, and DAILY NON-FIRM PTP WKND-H services will be deactivated.
  • As with daily service, the existing HOURLY NON-FIRM PTP service must be used for all hourly service requests regardless of on-peak or off-peak hours.  The HOURLY NON-FIRM PTP OFF-P and HOURLY NON-FIRM PTP ON-P services will be deactivated.
  • The existing HOURLY S-NON-FIRM PTP service will be renamed to HOURLY SECONDARY PTP for REDIRECTs of firm service on a non-firm basis.  This is a name change only that will be selected on the OASIS user interface.
  • The existing VARIABLE S-ND-NETWORK service will be renamed to VARIABLE SECONDARY NTWK for network service from non-designated resources (NN-6 service.  This is a name change only that will be selected on the OASIS user interface.
  • The DAILY FIRM NETWORK and WEEKLY FIRM NETWORK services will be renamed to DAILY FIRM NTWK and WEEKLY FIRM NTWK to be consistent with the naming of the yearly and monthly network services.
  • The VARIABLE FIRM NETWORK-IL and VARIABLE FIRM NTWK-WHLSLE service will be deactivated.  All requests for network service and designation of network resources should use the appropriate yearly, monthly, weekly or daily network services.

 

The posted tariff rates for on-peak and off-peak hourly point-to-point service and the periods of Monday-Friday and on Saturdays, Sundays, and National Holidays for daily point-to-point service will remain unchanged.

 

The following table highlights the new and modified transmission services whose OASIS template attributes are being changed.  Customers using automated processes should review these changes for their possible impact to those processes:

ETAG CHANGES

TranServ and MidAmerican will be contacting transmission customers individually during the next month to review current tagging practices and discuss any changes that may be required to facilitate the tagging/scheduling process between TranServ as TP and MidAmerican as CA (BA).
